Hello,
Right now, I just really need reassurance or something. Prior to this, I would only do HIIT workouts and cardio for hours, and constantly restricted my calories. As I increased my calories, I’ve been doing weightlifting for about 3 weeks. I’ve gained muscle, but I look like i’ve gained a LOT of fat as well. I’m starting to really stress about this. I know it’s only been 3 weeks, but I’m worried i’ll just continue to gain more and more fat. If I consistently weight train, will it eventually balance out?

How much weight have you gained in those 3 weeks? If you're gaining weight you are gaining fat as well, no way around that. If your goal is to get leaner you need to eat less so that you're losing about 1% of your bodyweight per week.
All it takes is consistency, effort, proper nutrition, good programming, and TIME.
Don't be upset with the results you didn't get from the work you did not do.
