    proposed new member rules (again)

I propose this. New member (brand new, newly registered) should not be able to start a new thread until:

    - time since joining is more than 24 hours
    - member has had commented in someone's else thread at least once

something like that. Maybe there is a better way, but these two conditions appears to be easy to implement, and not very repulsive. Perhaps, new member, upon joining, would need to read a memo what conditions are here and (important) why they are necessary.

This isn't a first time I bring this up. Aside from noobs flooding forum with same questions, asked once and never followed up, these forum conditions will block the flood. This should be obviously on top of same member new thread count block.
