Can't add attachmen to new thread

I am trying to add a .jpg file that is under the size limit, but the pop-up window for the attachment manager times out.

I am trying to upload the file from my computer

I select the file and it seems to upload to the attachment manager, but after I click the upload button to attach it to the post, it times out after along time.

Any suggestions?

Have you tried using a different browser, clearing cookies, etc.? That resolves the issue 99% of the time.
