Why do ectomorphs have pretty much no brachialis?

Noticed this in almost every ectomorph/person with bad genetics, why do they not have any thickness to the bicep? They all have round biceps but they always look skinny from the front and look like they have no brachialis at all, therefore making their arms look narrow and small unless they're flexing. An example could be Joe Fazer, (my biggest inspiration) Someone who's been training for 6 years. Large rounded strong biceps and triceps but when relaxed they have no noticable size. Not trying to defame him or anything, I think he has an exceptional physique for someone with the worst muscle growing genetics. I have this very problem, decent looking biceps when flexed but unlike others I look like I've never touched a weight when I'm relaxing.
