That deadline was Sept 28. DeLuca died in October, so he could not be legally replaced on the ballot. Furthermore, there was no Republican candidate in the race. DeLuca's opponent was a far left Green Party whacko named Queonia Livingston who heads a group called No Cop Money PA, so it sounds like, even dead, he was the best candidate in the race.

There will be a special election to replace him. If you're so mad about what happened, move to Pittsburgh and vote for Queonia yourself.
