There's a bit of a taboo in international geopolitics, in that there's an implicit understanding that it's not a zero-sum game. Everyone loses in a nuclear war. So no matter what one's geopolitical bent is, it's in everyone's best interests to prevent anyone using tactical nukes.
So how does the world maintain this attitude if a certain nation decides upon the scorched Earth strategy, having nothing to lose, and opts for nuclear weapons? The answer is to ensure that the net losses of using a nuclear weapon outweigh any perceived benefits.
If Russia decides to use a nuke, I anticipate the following:
1. An increase in the severity of the sanctions which would target Russia's energy as its main source of income.
2. An increase in economic and diplomatic pressure on Russia. I'd imagine China and India would dissociate from Russia since nothing they gain from Russia would be worth the ostracization on the world stage. Collectively, the West would attempt to remove Russia from the UN security council.
3. More weapons shipments to Ukraine. NATO is reluctant to send cruise missiles, armored vehicles and jets because of the potential to hit targets inside Russia. But Ukraine needs these things to further their offences, and they'd easily be granted once nukes are on the table; all bets are off.
4. Then, NATO themselves might intervene via a traditional boots on the ground initiative.
So the question becomes, can Putin see that dropping a nuke be worth the cost of being a pariah on the world stage and the destruction of its forces in Ukraine through Western air strikes? The West will basically be forced to keep the status quo regarding nukes, and ensure the cost of using a nuke is higher than any gain in the first place.

What will we do if Russia, or anyone else, uses nukes? A question everyone asks. Not a good situation. You don't want doomsday but then again you can't let them get away with it. Although China recently announced alliance with Russia, they were very clear to Russia not to use nukes. Nobody wants that. Everyone knows what will eventually happen. You can't use a nuke against anyone without effecting everyone else around the world. Even if Russia loses this war, they can just cope, say it was a limited military operation, and go back and live their best lives, kind of ho the US did in Vietnam, although that was different sort of, same concept. Use a nuke that won't happen, it will never be the same.
Also, no one weapon is going to win a war. Even the 2 nukes dropped on Japan didn't win the war. No, for one thing, Japan was pretty much finished anyways. They were actually going to do a scortched earth fight to the last man thing. The real reason the signed a surrender was because they saw what happened to Germany, where they got split up, and they surely didn't want half their country becoming apart of the Soviet Union. So they surrendered on terms that they could keep their nation in tact and their culture in tact, they even were allowed to keep their government in tact. Note, we never occupied the whole of Japan, although we did take parts and put bases a few places, and were able to take over military installations. They knew with the nukes there would be no real way for them to give up enough of a fight to stop us or bring us to the negotiation table. In fact, the USSR was kind of pissed off about it but being so depleted they didn't make much of a deal about it, although Japan never gave up those islands they took in 1909, and they still occupy them.
