Not necessarily. It depends upon how it's distributed - your measurements, muscle tone, strength, health, fitness, etc. It's entirely possible for someone to be 5'11" and 145 and in pretty good or possibly even great shape. By today's standards, it is pretty thin, especially within the bodybuilding community, but there's a lot of piggishness going around these days.
But I just used an online Body Visualizer ( https ://bodyvisualizer.com/male.html ) *sorry, the forum won't let me add the direct link because I haven't made 50 posts yet, so I added a space after https) and put in the following measurements, each in inches except for exercise: height 71, chest 37, waist 27, hips 36, inseam 32, exercise 8 hours per week. I put in all of the above without setting "weight" which left that as the only measurement "predicted" rather than "set" which is what I did to all of the rest. I've had a hard time uploading images to bodybuilding.com, but I can say that while the overall resulting shape was pretty thin, it was also a very nice shape, actually. So it all depends upon the specific measurements.
Go to that link and input the measurements just like I told you and you will see that they all work out. Another 20 pounds of muscle on you and they can no longer call you skinny, you could possibly be really strong - stronger than 90-95% of guys your height, which I am sure you are already stronger than at least 60-70% of guys your height now, and you could quite possibly do that in a year-and-a-half, especially with the right trainer.

Too skinny for what? Too skinny to be a Power Lifter or Rugby player? yeah probably. Too skinny to play soccer or run a Spartan race? No, it sounds about right to me. Too skinny is relative, what are your goals and motivations? General Health? A specific sport? Looks? If you think you are too skinny, you probably are. if you are meeting your goals and feel good, you are probably fine.
