You are just skinny, I don't even need to see a photo. If you think you are fat it must be part body dysmorphia and partly because you have very little muscle to give you shape.
So my answer is to gain mass - but it doesn't have to be fast. Just run a modest surplus so you gain maybe 1-2lbs a month reliably. Use a routine like Fierce 5 and follow the instructions with messing with it.
