For me, it's a chest press in the smith machine done with the v-handle used for cable rows.
I've seen two guys going at it at the gym a while ago and again another 2 recently.
The first ones weren't beginners.
The ROM is shorter than a TikTok video and seems very uncomfortable.
Second one is a cable pushdown with your arms in front of you.
I've seen someone doing it recently.
I don't get this exercise, it seems a useless stress on the shoulders, just do an overhead extension.
Both of them were popularized by Charles Glass... from what I understand he is considered an authority in bb and a trainer of champions.
He looks like a homeless guy and when he speaks is even worse, but I guess he makes good money from coaching.
Another one would be a 2.5kg plate Svend press while standing.
I've seen this a few times. Also, while lying on the bench... still dumb, but at least it makes more sense.

The basics: very little range of motion, fast tempo (you're using momentum making muscle less needed to get more "reps"), bouncing off tendons (I'm a body weight guy), not quite kipping but yes you are kicking up, trying to do as many "reps" as possible, never mind every single rep is sht.
Why not just do what you can do with good form and full range of motion. That would be more beneficial for strength gains than a bunch of chitty "reps". Yes, your amount of reps will drop drastically, but that's an ego thing.☆☆☆USA �яєω☆☆☆
