Been lifting for 8ish months want to increase my lifts while on a caloric deficit.

So been a fat man my whole life, highest was 110kgs(242lbs). Lost weight somehow and in 2019 weighed 78kgs(171.6lbs), started lifting 3x a week following SS then F5 novice and got to 60kgs(132lbs) in 7-8 months. Now over lock down ballooned back up (GYMS were closed) to 89kgs(195.8lbs) and cause of a health situation.
I am now trying to lose the fat and cut to 70ish kgs, I rekon will be fine?
I have been doing Coolicadia's PPL cause I am just sick of 3x a week and currently I can go 6 or 7 days a week, so why not go.
I am wondering if I will be able to increase my lifts to say 2 plates for Bench 60kgs(132lbs), say the bar is 20kgs(44lbs) and Squat to 100kgs(220lbs)? not sure about Dead lifts as It caused me my health situation and I am avoid Deadlifts but don't mind doing RDL. I have noticed that my lifts are basically the same as they were 2 years ago although this whole time I was on a cut and am on a cut again.
Do you think it is possible while being on a cut and being fat?
M, 25, 174.5cm/5'8", 89kgs(195.8lbs) .
B:50kgs(110lbs)
S:70kgs(154lbs)
D:Highest was - 80kgs(176lbs) before health issue.
RDL: 70kgs(154lbs)
Side question: Collicadi's PPL is quad dominate on leg day, rekon I should swap the optional leg press for RDL? and the optional Row's for some different lat exericse? If so which? I am not a ****ing PT or anything and will say know the basic's but sure the GYM bro's here are more knowledgeable than me and can offer some pointers?
