The FBI is ran by a guy that is appointed by the POTUS [The Director] and is overseen by the Department of Justice, which is ran by the Attorney General who is also appointed by the president [Both with U.S. Senate approval of course]. If the administration didn't know millions of dollars was being given to Twitter by the FBI, it would seem that is a problem with the administration as a whole.
