How comes two different people who have the same body weight ,same bodyfat ,same muscle mass ,same height look so different ?
Why is one bigger than the other even tho these things are the same

What kind of specific differences do you have in mind, OP?
At a very basic level, even if bone density, organ size, etc., is the same, a simple difference in which muscles are more developed than others can make a meaningful difference.
I have thin calves and might look bigger up top than someone with my same stats who has much better legs than me. And of course there's an illusion effect - if you've got awesome shoulders it'll set your whole frame even if your arms or chest are lacking, for instance.
I think guys who have a bench-only, lurched over physique and underwhelming back and legs are realistic candidates to look smaller than someone with more even development at the same stats.Bench: 345

In addition to everything else that's been said, there's also the factor of whether someone is "top-heavy" or "bottom-heavy". I carry all my mass in my upper body, and even when I gain strength in my lifts, I add little size to my legs or ass. People always think I weigh 30+ lbs more than I do. My gf and her brother cary all their mass in their legs and asses but have tiny upper bodies. They both seem to weigh 30 lbs less than they do. Legs can carry a lot of mass that isn't as obvious as it would be in the upper body.
Inb4 "you have the upper body" copypasta...
