In other words, how can I remote into a computer directly without either computer being on a network, but over wifi?
Just start an ad-hoc network then use window's remote desktop?

Chrome has an extension that's decent. You'll need it on both computers.
That's my go-to when helping relatives etc. Its not feature rich but I'm not doing sysadmin work, and most people can figure out how to install it vs something like RDC.

They would have to be on a network in order to have the necessary resources to access one another (they could be on separate networks though). I assume that when you say 'wifi', you are actually connecting both computers to the same wi-fi. If so, then they are connected to a network (the same network). From there (assuming you are on Windows) you can enable remote desktop and then connect.

if they are both on the same wifi then they are both on the same network mind you, likely you just don't have network sharing enabled so they can't see one another. also not every version of windows allows rdp if i recall correctly. if they are in different house holds (or if you don't want to use rdp) install anydesk on them (free) and set a permanent password on the one you are attempting to get into. Then you can set it to launch anydesk on startup. then you are able to remote in (unless it's powered off entirely).

I am a SysAdmin and I think in a different way. I just wanted to clarify that you are in fact on a network if you are on Wi-Fi. If on the same network remoting into another computer is rather simple. If they are on separate networks, you need something like a VPN or an app like TeamViewer or the extension that MrBourbon quoted above. I would however recommend staying with Windows RDP as it keeps your 'surface of attack' smaller.

wifi is a network. Unless you mean not on the same wifi network, then as others have suggested you could use something like teamviewer.
If on the same network and both are windows machines, you could probably use remote desktop (mstsc).^^Former 300+lb Crew^^

My understanding is OP wants to remote control a PC that is local and not on the internet with another local PC that is on the internet.
You can do it with cable I believe.
you need a cross over cable or you can get a cross over female to female adapter and use a lan cable.
I used one before, i think this was way back in the day to transfer files to a modded xbox.
the one guy that said windows 10 got rid of ad-hoc wifi is probably where you are going to have an issue OP. because any wifi router you connect to the internet will want to give internet to all PC's on the router unless there is a way in the settings to turn off the WAN for only some connected PC's. You could also just get a wifi router and never connect it to the internet and have a local wifi network.
