21C isn't hot weather even by UK standards. That is an average daytime high for where I live in the SE, I did a workout yesterday when it was 26C in my house (thankfully my gym is air conditioned though still on the warm side). That temperature shouldn't be sufficient to cause heat related health problems in healthy people, so aside from making sure you are well hydrated, I suggest making an appointment with your doctor if possible, to see if there is an underlying health condition.

Get a Fahrenheit thermometer. It'll be at room temperature and you'll feel better.

Drink more water and consider speaking with your MD. 21 degrees is where I leave my AC in the summer (Canada) and lateral raises are not a demanding exercise at all.

That temperature is no where NEAR "hot".

What is your height and weight? Do you hold your breath during your lifts?

How many and how heavy are your raises?
