We were told the only reason for any mandates was fear over hospital capacity. Since vaccination reduces critical illness then hospital capacity won't be an issue so we should be 100% open.

On top of that isn't the vax rate for 65+ 80% or higher now?

This. The J&J is the least effective at preventing infection. Still prevents hospitalization/death and drastically reduces severity of infection though.
