Hi its been 4 months now but gym is opening tomorrow, I still weight 90 kg what I weighed 4 months ago but I have obv lost muscle and gained fat. Do i clean bulk and look ugly and get muscle memory back Or do i cut and lose fat and will i get my muscle memory back at same time ?

Definitely cut, but make sure you're getting plenty of protein (min 0.7g/lb bodyweight) and lifting weights so you lose fat and not muscle.

Cut, you've got decent mass left over and will likely regain even while cutting
but yeah you've got some fat to lose foshoSomehow still managing to avoid getting 'too big'
