I think it's that specific mask in general being recalled, not sure if other similar masks have went through testing for safety. But I wouldn't be surprised if those masks have that same chemical in question. Graphene is used in certain masks because of it's anti-bacterial properties, but now health officials are questioning it because it could potentially be harmful. The concern is that inhaling/exhaling and use of the mask could shed graphene, causing adverse effects to the lungs, they haven't really directly tested this to my knowledge but I think they are concerned about the potential of it.

Also the use of plastics and what not that may go into these masks. Some masks advertise themselves as using graphene.
