IDK what your GPU has to do with this, but usually motherboards have a 3 or 4 pin header specifically for AIO pumps which offer more amperage than a standard fan header. Usually around the CPU socket. If you plugged the AIO pump into a generic fan pump, the RPM's are probably low. Also, is this a new issue? You've had that same combination of hardware in your sig for a while.
If it's a new cooler, did you use after-market thermal grease or did you use whatever was pre-applied? Did you properly clean off your CPU prior to swapping in the new AIO? Are the mounting points all uniformly tightened so that the cold plate is making good flush contact with the CPU lid?"That boulder is too large. I could lift a smaller one."

Definitely done something wrong. My air cooler maxes out around 70c while gaming, 80 under 100% stress test across all 24 threads.
You have either mounted it wrong (not sitting flush against the cpu), thermal paste isn't enough/way too much, pump is broken or not plugged in. My guess is not sitting right or dead pump on the aio.

Your i9-9900k is a hot CPU in general, which is to be expected for higher end CPUs anyways.
Things that improved my CPU temps drastically:
- Reseat the CPU cooler, reapplying new thermal paste. Make sure you clean thoroughly beforehand, and you seat properly.
- Ensure case isn't enclosed... give it "breathing room" in all directions.
- Set the CPU Cooler's fans to be "intake", as opposed to "exhaust". This will bring in cooler air into the case through the radiator. As opposed to "exhausting" warm air through the radiator, which would make the radiator/water hotter and therefore making it more difficult to cool the CPU.
- Undervolt the CPU a bit. This means a negative voltage offset, reducing heat, and simultaneously improving performance.
- Don't be so aggressive overclocking the CPU unless you need it for some reason.
- Clean out dust in the case / radiator / fans.
- Assuming CPU Cooler has a GUI or something to enable you to choose "how cold it should be", would recommend ensuring your CPU Cooler is set to a "balanced" mode, or otherwise a "colder" setting that may have a consequence of increased fan noise.i7-14700k

^That. You installed the cooler wrong/ applied the thermal paste wrong or both. You have to make sure to tighten it down equally.
Just redo the paste and try again. It happened to me once installing an AIO on a GPU, fans went full speed under minimal load, redid the paste and made sure to bring the cooler onto the chip evenly and bam no more issuesMe caveman, put round things on bar, lift, pound chest.

Found out the whole time the cooler fans were mounted wrong and i cleaned the PC out
Works great now, no noise and temps around 73 degrees CPC specs
