What's the source of the video?
If it's YT you can advance or reverse frame by frame with the , and . keys. Then just take a screenshot.
If you get a video downloader. You can also use Bandicam which is free if you don't mind a bar at the top. Or you can pay for the upgrade. You can pull it into a video editor and advance frame by frame. I'm pretty sure Movie Maker is still free on Windows.
There may be better options.

In default iPhone photos apps:
Select the Live Photo you’re interested in
Click edit (top right)
Click the set of inset circles icon bottom left next to Cancel
Move the cursor under the photo to select the frame
Click make key photo
