Without a doubt to all of these. It's just an indicator of how piss poor the education is in these areas from ALL parties involved. Starting with the parents, passing through the schools, and ultimately the children need to have some kind of responsibility, but can you blame them if they're living with a parent who can't even tell that her kid is obviously not getting educated?
Just the whole culture and system is fukked. I don't honestly see a way to fix it. Just wanted to shed some light and see if anyone else had any clues or what could even be done. Is it even feasible to just give up on a city? And why isn't anyone doing anything to fix it? Baltimore is 62% African American. 75% of African Americans live in a single parent household.
This is what happens when you break up nuclear families. Single mothers are struggling to keep food on the table. Their children’s education is not their main focus.

You're right, this is an unpopular opinion for good reason.
Places like Baltimore and DC actually receive among the highest funding per student and yet remain chitholes for education. Throwing money at corrupt and mismanaged school unions isn't a solution to any of this.
Private/Charter schools in general do way better in these areas than their public school counter parts with maybe 50-75% the funding that they get.
At the end of the day if the parents don't give af about their children's education, the governing bodies aren't going to either. It's basically a glorified day care where you might learn something but is just a place where you send your kid to for lunches while you work. If parents can't even do something as simple as care about their child's education, how are these institutions going to even be held accountable?

I've lived in Baltimore. The kids and adults are exactly the same.

Blame the culture, blame the parents, blame the system that doesn't help the teachers or give them any kind of power. Teachers are handcuffed and cant do anything about it so they just show up and get a paycheck. No one else cares so why should they? These principals and superintendents know what is going on, they just sweep it all under a rug so they'll look good, eventually that big bulge under the rug becomes noticeable to the point it draws attention.
My parents asked me about my classes and teachers weekly, they even called my teachers without me knowing to see how I was doing.
The mother knew exactly what was going on, she just did not give a **** so when she gets called out it's everyone else's fault. This isnt strictly African American culture, this is poor people culture. I know white kids who had issues at home that did just as bad as the kids in Baltimore.

Not only that, but single mother culture too IMO. I dated one once and her precious little angel simply wasn't capable of doing anything wrong at all - school work included. He'd bring home a bad report card, she'd question him, he'd turn on the tears, and the very next day she'd haul ass down to the school to raise absolute hell with the teachers.
