Lots of people did. The government is not supposed to even be able to raise funds of this magnitude in the US but that ship has long sailed. The stimulus garbage is a forgone conclusion, they could at least be honest though - these are not 'stimulus' bills, they are special interest and foreign aid payments with a small portion going to citizens. If I go to the liquor store and get myself a case of beer and a handle of captain morgan, but also grab a gallon of milk, I don't tell people I went grocery shopping. That's called fraud.

Where in my post did I mention dems, conservatives, or anyone being better than anyone else? The previous 'stimulus' bill was also a special interest and foreign aid payment bill with a tiny portion used to buy off citizens. As was the last, and the one before that. Remember the TARP 'shovels ready projects'? Yep, another special interest loaded ****fest.
Like I said it's all a forgone conclusion at this point, they (both parties) can buy enough votes to pass whatever they want. I really just wish they'd be honest. Could you imagine the ****storm that would rain down upon you, for example, if you owned a business and grossly inflated your invoices by adding on all kinds of random payments with archaic cost codes? That's illegal. But apparently grossly mislabeling spending bills that cost like 7% of the entire economy and loading them with special interest payments and foreign aid is all good.
If they were honest about what they are doing they could still pass it, because an overwhelming amount of people just want money from taxpayers now, but at least they wouldn't be intellectually insulting to people capable of independent thought.
