In my opinion, anything below 18's is typically small.

At 17, people think 14 inchers are huge (in the UK where people don't seem to actually lift). I'm just shy of 15 right now and yeah, for my age that's considered decent and I get a lot more dudes comment on my arms than girls. Idgaf if they think my arms are too big at 15", friggin ridiculous.
I think 16.5+ starts to look quite big, but for the average person who doesn't lift, they would consider 14s (as long as they aren't fatcepts!) to be big.MAX: 230kgx5 squat
140kgx5 bench

lets just be honest 17 bis about the average size of an athletic males upper arm 18-20 would be large 21=24 would be huge the larges arms belonging to a heavly syntholed greg valentino we 26 on a 5'4 man so yes 14 inches is small but it is all about illusion there are plenty of pros out there walken around with wit 18 and 20 that people mistake for 22 23 because of the outstanding development and detail

Small and large will always be relative terms. Really depends on your age, height and proportion to the rest of the body, and in terms of impressiveness leanness as well.
For 5'9 I would consider 14 inch unflexed to be small, but to the general public it wouldn't be. I'd say if you can amybe get them to 16 in nice shape, leanness you would be considered to have "big" arms for the everyday public.
