I'm looking at getting a 15-pair set of pro-style round head dumbbells and a rack to go with them. I definitely want a rack with saddles and it can't be longer than 97". Rogue's rack is priced right and fits the bill at $1,170 shipped to me.

But this is definitely a "buy once, cry once" purchase. Can I do better than Rogue and justify it? For example, this Arsenal rack looks pretty sweet but it would be something like $1,750 shipped. Probably no way it's worth the price premium, right?

Big legend fan but the rogue rack looks great. When you say round heads do you mean York round heads. One thing to consider is that the handle length of the round heads varies by weight. So my 15pounders fit on my saddle rack but 12s do not. 8 and 10s do. I’ve got two 5s on one saddle and 8, 10, 12 set with one on the saddle and one in between.

All three racks look good, another Legend fan, but when it comes down to it all three options are functionally very similar, in this instance I see little point in paying a premium, unless of course you want a custom colour, I'm assuming Legend offer a colour choice and Rogue do not.
If as you suspect Rogue comes in that much cheaper, they would be my pick.

If floor space is at a premium then consider the Legend takes 6" less depth than the Rogue. If not that big a deal then I also like the Rogue.

I like extra floor space, but it's definitely not tight. Legend is surprisingly slow to respond with a quote. I've heard from a couple other high-end equipment manufacturers though and nothing more expensive (or less) is making as much sense as Rogue. I wish it wasn't a 30-60 day window to build and ship, but such is life right now.
