No. The person who created the logo did so without SPECIFICALLY modeling Jerry West in order for them not to pay him. It's been a known thing he was the model but they tried to have as generic a silhouette as possible
If they changed it to Kobe, then his estate has grounds for MASSIVE compensation from the league and that's just not happening.
Besides Jump man aka Jordan brand is basically all over jerseys anyway so it's basically like Jordan is the logo in a sense

I think the logo is fine.
I don't think it was ever meant to imply Jerry West was the best player of his time.
