I favor a "voting license" like a driver's license. Costs nothing to get it, test prep and testing via public schools or county municipal orgs. Should be able to "re up" via an online process; refresher course as it were.

For 2, look at the chart I added in my original post. It shows that women vote along the lines of the males of their race. Marriage also reinforces a woman's voting habits towards her husband. Women have always statistically voted that way, as the man is leader of the household
