These ones have problems

1) how do you enforce that? unless you ban attendance.

2) Liberals won't allow that. Taxes would have to be paid by the lower class and upper class. An increase in any tax always trickles down in some form. Best way to lower taxes is to cut government programs. E.g. welfare, social security, medicare, funding for planned parenthood. And lower taxes. But that's hoping the government wants to lower taxes after cutting programs (they don't).

3) This is only a good idea if useless degrees are banned like Japan has tried to do. No humanities, soft liberal arts, and no gender/racial studies crap.
