the only way to lose fat and maintaining weight is to build enough muscle to counter the fat lost in pounds. This can happen in very isolated situations.

If you're not currently seeing your abs, training your abs while keeping your current weight won't make them visible. You'd need to add a significant amount of muscle mass (in your whole body) in order your BF% gets lower at that same weight (so basically you add muscle mass and loose body fat and therefore your weight remains similar)... This is only possible under some isolated circumstances, as Tommy W. mentioned (for example, overweight people who are new to training).

Abs training is not what make abs to be visible, it is a low enough body fat percentage (depending on the person, getting below 12% BF) and you get there by loosing fat (and therefore body weight). You loose fat and body weight by being on a caloric deficit, which is consuming less calories than what your body is currently using. All this process is way more effective if you also lift weights and gain muscle mass.

PS: my abs are visible as you can see in my body space pics and I don't do direct ab work. The reason for this is because my current BF% is on the 10-12% range.
