Edit- it would be one thing if they were endangered and/or he was poaching. Overpopulation of a predator leads to things like op described where they start feeding on livestock, run wild prey populations down, and make food scarce. Hunting like this helps keep natures balance and the populations in healthy numbers.

Around here in Kansas, farmers can get depredation permits. Deer are eating all their corn or soybeans. Deer are thick as thieves here. They are allowed to shoot all the deer eating their cash crops and they have to leave the deer where they lay. I live on 40 acres and have a deer feeder for entertainment. Have seen as many as 18 deer under it at one time. Yes, that was a magestic animal, but it was cutting in to someones income.
