There are windmills in Texas just not a significant portion. The issues seem to be more around inadequate winterization of their infrastructure, not limited to windmills. Of course this is Texas and this type of weather is a rare occurrence which probably why providers opted to cut costs here. But I think the need winterize has come up a few times in the past.
