Help a messed up dude not be messed up

Hey guys I need help with muscle issues. My neck muscles are incredibly tight and they cause inflammation in the neck nerves which in turn lead to headaches and dizziness. Steroid shots in the neck help alleviate the symptoms but not enough. I've started exercising my neck in order to rehab the muscles and it's working but painfully slow. Slow as in, it takes a month or two to notice improvement in symptoms.

I'm trying to figure out the most efficient/effective way to rehab muscles so here I am.

The muscle specifics: tightness, sharp pain both on both flexing and stretching. I do each muscle group every other day, 3 sets of 25 reps throughout the day. I'm not adding any tension - just whatever is normal to the body. Towards the end of each set and for long time afterwards (like several hours) it feels like the muscles are full of lactic acid that isn't going away.

Any help would be highly appreciated.
