Why do people need to be incentivized if the vaccine worked? I never understood that when the Clinton's, Obama's etc came out saying they'd take the vaccine to prove it was safe.

We've already been told by the CDC that it doesn't stop the spread of the virus, only weakens the effects, so incentivizing people seems like there's more to this vaccine than meets the eye.
