Are they going to have federal agents at state lines checking for people wearing masks in their cars? If not this has no teeth and the same federal buildings are already forcing masks in most areas due to state mandates.

I don't see that holding water as far as constitutionality. Police powers not defined in the constitution are left to the state via the 10th amendment. The federal govt has a limited, enumerated powers, that they can enforce. There has been a wide interpretation of the commerce clause that is undergoing scrutiny the last few decades.
