Best heels to me are in this order:
1 Early Undertaker
2 Yokozuna
3 Mr Perfect
4 Hollywood Hogan
Andre The Giant to me was too kind of a human being to be a convincing heel. Flair was just a loud mouth with a flabby body, I never understood the appeal. He sold well thou and was good at theatrical part of the game. Mr. McMahon is more of a manager/owner etc. rather than a wrestler heel. If you talk about non-wrestler heels Jim Cornette is up there, fans often literally wanted to kill him and shove his tennis rocket up his ass LOL
Early heel Undertaker was GOAT heel. I don’t think he should have ever changed.
