It's not a good comparison, Quebec has a huge land mass with a good portion of sparsely populated or uninhabited tundra in the north.

And then there is the assumption that all health care systems are created equal - Sweden may have a more robust system, I wouldn't be surprised to learn that the health care system in PQ is corrupt from the top down, like everything else in Quebec.
