Digging 25 holes in the ground to dump money into gives money to businesses who dig them who employ people.... the businesses will use other businesses who who also employ people for Shovels/Sub Contracts..... when the holes are done being dug people will be employed to guard them.
In other words, just because labor is occurring, doesn't mean it's in any way productive. Malinvestment was a huge reason why communism failed and it's starting to become a problem in the USA.

Agree OP.
That does put money in circulation, but in a limited/concentrated way.
Would much prefer an infrastructure spending package and I'm not sure why we can't seem to get that done.
- fix/replace crumbling roads and bridges
- extend high speed internet through more of the country
- replace old water systems that are way past needing it
- build some more housing, since we seem to be behind
- make urban areas more "walkable" and "bikeable"
- update/upgrade the railway system as rail can be more efficient for freight vs. all trucking

China uses a very corrupt system squandering most improvement.

I work in the military (not on aircraft carriers) and I can assure you there is tons of malinvestment baked into military spending.
F-35 production is spread over all 50 states, just to make it an unkillable project (since no congressman wants to kill jobs in their district)
We have over 100 Abrams tanks rotting in the desert because they don't want to turn production off (again, to save jobs)
Every year we buy brand new TVs and chairs to use up our budget. The gym gets new exercise equipment every year for the same reason. We throw out year-old treadmills.
Meanwhile we fly planes that saw service in Vietnam. The B52 still hasn't gotten an engine upgrade, even though it would pay for itself in fuel savings in under a decade. (The b52 fleet is projected to last to 2050 or beyond)
I spent 4 months in training where I spent 8 hours a week (not a typo) at work because I was getting trained by a contractor, and that was the way the contract was written.

Most of the largest tech and pharma companies in the world are US
