Late 1999 - 2000 Rock feels like the right answer. That was the period when he became the #1 wrestler in the world. He also wore a ton of flashy $800 shirts and sunglasses.
I have a soft spot for the 2003 heel version too, though it was a short run.
His weakest run was the 2002 period right before he left. His jokes were considered lame, and he was getting booed a lot.

Nation, birth of the Rock.This is when he became my favourite WWF star, well along with Owen, right after Bret left. I remember when he first started referring to himself in the 3rd person and gave Farooq the painting of the Rock. This was the beginning of the Austin feud also. You saw the immediate chemistry. Rocky getting the 3:16 page on his beeper is one of my fondest wrestling memories
It was great being a fan of his too when most of the crowd was still chanting Rocky sucks. Once they started doing his catchphrases with him when he was Corporate I knew it wasn’t long until they turned him faceLA Kings/NY Islanders/Boston Red Sox

Honestly I'll always consider the "Elvis Rock" with the sideburns, 800 dollar shirts the "prime" version of that character. I was sort of against how later versions of the character had Rock talking super-high energy, 1000 miles an hour like he's fresh off 12 cups of coffee, super animated. When he spoke slower, deeper and more deliberately it came off way more badass. Like he doesn't need to expend himself to capture an arena full of people, it's already a given that they're hanging on his every word and movement. Because tbh say if you were to remove or replace that version of The Rock with another I don't know if he becomes the household name that he was destined to be. I think when the average person thinks of The Rock they think of THAT Rock.
