Whenever I print to PDF from word I've never seen issues like this. And why would someone put a flawed PDF on their website? It really kills their credibility. I hope she didn't give the flawed PDF to the courts.

You're too funny. First it's a Word to PDF issue and then it's some other unspecified format to PDF issue. Whatever it is or isn't , the PDF, the very document made public, was not proof read and that is just plain sloppy. Blaming it on an alleged conversion issue does not make publication of the flawed PDF in any way acceptable.

Yes I don't know the exact formats or how many times it was converted, so all I can do is guess.

Looking at the kink and at the PDF filed in Michigan I think it's more likely to be user error than a translation error. A translation error would, I think, affect the whole document and not just the parts with the visible new-line characters. I may or may not be right.

It seems errors like this reduce the credibility of the case in courts of law. Perhaps that's why she let shoddy paperwork be submitted in both GA and MI. Just a guess on my part.
