Because until the end of days humans will never balance rights with responsibility. It should be a right to have children but it should come with responsibility. It would beneficial to stop anyone who cannot properly raise a child but impossible to enforce, and ideally you shouldn't HAVE to if they held a responsible attitude on their own.

There's a reason why a lot of educated, middle class families wait later to have children and usually have 2 at most. But don't it's ok, your children can grow up with loving parents with good opportunities, get a job and pay for the others welfare.

The situation is more involved of course, many lower developed countries have large families due to rural reasons. More hands = more work done. That and basic sex education, protection all of it doesn't exist with lower demographics. Everything is done out of instinct and on a whim.

But breeding can also take over a country, it may take multiple generations but groups can get a dominate foothold purely just pumping out more kids who go out and do the same.

"We can barely feed our current child, I know let's have another one". You know people were deliberately pumping out kids when some countries had a "Baby bonus"?. This all goes unchecked, because to enforce punishment on this would be political suicide and no politician would dare take that risk. People with 3-4 kids bitching about wanting their bills paid make be fuking sick. Maybe you can account for bad circumstance after one child, but to go on is all your own doing.

The root problem for nearly all isues comes down to how stable a family is. Core, strong, nuclear families raising a child with opportunities. Sure not everything goes smooth, you may have a child in a good position, then years later lose you job but this has nothing to do with the majority who just feel it's their right without responsibility.
