The strongest bellwether counties are those that back the winning candidate in all, or almost all, elections. There are a total of 3,141 counties or county equivalents in the United States. In the 2020 presidential election, almost all counties previously considered reliable indicators of eventual success in the election did not continue their streaks as bellwethers, voting for Donald Trump as opposed to the projected winner of the election, Joe Biden; this was attributed to increasing political polarization throughout the country.

This is an untenable proposal. The partial-appeal procedure proposed by
Appellants is contrary to βthe historic federal policy against piecemeal appeals.β
Sears, Roebuck & Co. v. Mackey, 351 U.S. 427, 438 (1956). This proposed
procedure further runs counter to the final judgment rule, codified by 28 U.S.C.
Β§ 1291, which requires βthat a party must ordinarily raise all claims of error in a
single appeal following final judgment on the merits.β Firestone Tire & Rubber Co.
v. Risjord, 449 U.S. 368, 374 (1981). Moreover, it is well established that
βarguments not raised in an appellantβs opening brief are deemed waived.β United
States v. Quillen, 335 F. 3d 219, 224 (3d Cir. 2003) (citing Abdul-Akbar v. McKelvie,
239 F.3d 307, 316 n.2 (3d. Cir. 2001) (en banc)); see also Fed. R. App. P. 28 (a)(8)
(requirements for Appellantsβ brief).
This is not to ignore other flaws in the piecemeal process proposed by
Appellants, including the inefficiency of the proposal in light of Appellantsβ claimed
exigencies, the apparent gamesmanship in attempting to either avoid or somehow
defer review of the merits of the District Courtβs November 21, 2020 orderβwhich
are intimately bound in the denial of leave to amendβand bedrock preclusion
principles. See Fogel v. Chestnutt, 668 F.2d 100, 109 (2d Cir. 1981) (Friendly, J.)
(Driven by considerations of fairness to the parties, judicial economy, and the
societal interest in finality, the law-of-the-case doctrine βapplies . . . to everything
decided by necessary implication in the first appeal.β).
In light of these well-established principles, Appellee Counties ask this Court
to clarify its November 23, 2020 Order granting the amended motion to expedite to
make clear that Appellantsβ brief must cover all issues relevant to this appeal and
that the normal waiver and preclusion doctrines and prohibitions on piecemeal

That's not an explanation, though.
I've always seen the idea as magical thinking. That is, unless the idea is simply that certain counties have the highest population.
Edit: Given the number of counties in the US, there's probably bound to be bellwether counties as a matter of course...until, well, they are eventually wrong which would also be bound as a matter of course.EX IGNORANTIA AD SAPIENTIAM

I asked if you felt Bellwether counties were no longer a correlating metric, you asked about a mechanism of representation of what, and the wikipedia paragraph I quoted explained that bellwether counties are essentially a weather-vane for who would win the Presidency in a given election year. Not sure what else you wanted out of that... but thank you for taking the time to answer my original question.
The GA Ballots as of today are not auditable anymore, correct?
