I found it funny too but as somebody pointed out Georgia can audit before certification and Michigan law allows audit afterwards.

I'm not real sure what the purpose of the State Board of Canvassers is if they "shall" certify the results. It made sense that each precinct had to check their own results, but then why have the State Board also certify?

There was another good point that the Michigan Supreme Court ruled that "shall" means must. In some states shall isn't always an explicit must take action.

I really don't know. Maybe the MI Supreme Court can overturn the results if fraud is found?
