fat loss doesn't mean muscle gain, so no

you need to gain some muscle too for that muscular look...

If you don't have a long history of strength training then no, you can't just lose weight and magically look muscular if that's what you're asking. You need to start lifting weights, it takes years and years to build muscle.
All it takes is consistency, effort, proper nutrition, good programming, and TIME.

Not enough information. Are you lifting? What's your diet like? Do you have a plan?

My advice (from the info provided) is to eat at maintenance and train hard for a year to 2 years and you'll have a half decent shape.
    Or AKA recomping.

Only other option is to cut the fat off with a deficit and bulk or lean bulk from there.

I am around your weight and height btw.

Though I agree with others that it takes years to get a muscular lean physique, don't be discouraged as the first year or two will be your quickest gains yet, and specially as a newbie to lifting, it's definitely possible to gain some muscle while losing the fat, though that becomes far less likely as you get more experienced.

You will probably not be completely satisfied with how you look after you shed the weight off, but you'll look a lot better than you did. It's a first step, after you're satisfied with your bodyfat levels you'll be able to focus on gaining, and to be honest most lifters will never be fully satisfied, when we reach a goal we just set a new one haha.
