Advice needed to look proportional (wide hips male)

21 year old dude here 6ft,Recently cut from 176lbs to 160 lbs. Doing Back Biceps,Shoulder Chest and Legs Abs routine with 3x cardio.
Can't go to gym now so i got a pullup bar and 2 sets of dumbbells (22lbs and 11 lbs ) Eating a caloric deficit(500cal + deficit) with nearly 120g of proteins
    The Problems:
1)My hips or whatever the part that lines up with the penis seems way too wide. I dont think i have any genetic disorder cause my test was pretty high(720 units) and balls are normal size 2)My thighs are still a little thick and coupled with wide hips make me look funny when i wear a slim fit tshirt. So my question is : So do i BULK or CUT further now? Also how do i fix my wide hips so i can look proportional?

    Your hips arent wide

You have a very long torso however so itll take more time to build size on it but in the end itll be more impressive. I would focus on...

Lats shoulders arms legs core glutes obliques especially neck traps rhomboids

You get my point?? Work on everything. We all have to work with what we were given.

Tldr:your hips are not wide. Your torso is long.
Recomp you still a newbie so take advantage of them gains

I don't go to the gym anymore so above stats are useless.

Only do weighted calastentics in the comfort of my own home!

You cant chose where you lose fat. And you have great structure besides the long torso. You need to just work out and see where it takes you

    Work delts and upper lats.
    Widen the upper body.
If you can do this your waist will actually appear narrower.
You would create that X shape that bodybuilder strive for.

Just keep working out and put on some muscle. Mine are fairly wide too. Even at 6ft. 170 I still wore 36" waist. I have pics in my bodyspace when I was at 170 and around 11-12% bodyfat. I tried squeezing in 34" waist shorts and blew them out at work. Ripped right up the rear end when I squatted down.
