Could an elevated resting heart rate be an indicator of overtraining?
Thinking of swapping out workout volume for some low intensity cardio this upcoming week to clean up some of my gains during a mass gaining phase and see if it brings down my heart rate. It's been in the mid 90s to low 100s.

That is pretty high. What is a normal resting rate for you?
Are you experiencing severe fatigue? Loss of gym performance across multiple sessions? Problems sleeping? All these together could indicate overreaching.
If resting doesn't fix the issue or it's just the HR issue on its own, I would consult a doctor...

I'm sure. I remember my dad and I going to get some formal suits for a wedding. We went to one of those mens stores that specialize in suits. My dad got one pretty easily that fit him. I was in there for an hour. The guy working in the store kept giving me dress coats to try on. If any coat fit my chest/shoulders, the waist was way too big and I looked like David Byrne in "Once in a Lifetime". If any coat fit my waist, my arms would go numb because they were super tight around my shoulders. That's when my dad said "When are you going to quit lifting weights?". I thought to myself..."when I die?".
Anyway, no coat would fit me. It had to be custom tailored around the waist.

I'm a doctor and I can actually make an extremely strong case for doing resistance training life long. I would agree that cardio should be added for health purposes for an individual who has a relatively high resting heart rate (assuming there are no underlying cardiac issues... getting an EKG will be helpful here).
