Anything with a turbo engine gains the most power from a tune, it's easy to lie to the ECU to turn up the boost.
NA engines need intake and exhaust work because they have nothing shoving air into their cylinders, breathing mods first.
Go with what 1slo5oh says because every platform is different and has weak spots that only people following it know.
