A lot of guys workout and have good bodies, but you cant tell that they lift with there clothes on.
My question is do broader shoulders help add to the bigger look more then working arms and chest

Big shoulders help to give you that tank look.
Of course don't leave out chest, back, arms, abs, legs or traps. All the other muscles you don't really have to work. The Iron never lies to you. You can walk outside and hear all kinds of talk, get told that you're a god or a total bastard. The Iron will always kick you the real deal. The Iron is the great reference point, the all-knowing perspective giver. Always there like a beacon in the pitch black. I have found the Iron to be my greatest friend. It never freaks out on me, never runs. Friends may come and go. But two hundred pounds is always two hundred pounds. ~Henry Rollins

It's my traps that make me look like I work out when I'm wearing a shirt... unless the sleaves are really short
I have decent shoulders too which helps even more. But traps i think really help you stand out when your wearing a shirt since good traps are rare. Add good shoulders and its a good combination.
