Incorrect. Yellen is not a lawmaker.
If anything, Congress (lawmakers) has shown to have a handful vocal supporters of blockchain technology. Regulators are going to be cautious by nature since that's their job. My impression over the past couple years of US lawmakers' attitude towards cryptocurrencies is that they realize that enacting barriers to innovation in this field is putting the country at a global competitive disadvantage.
The news over the past year has actually been positive vis-a-vis the US government's stance on cryptocurrencies. You have Kraken being granted banking authority. Financial institutions have been given the green light to invest and hold cryptocurrencies.

Been farming Badger and the APY is pretty good. https://app.badger.finance/
Currently at 43.5% APY for WBTC or RENBTC (non impermanent loss pool). I will also get the DIGG airdrop (stablecoin pegged to BTC).
I put in about $130k USD of RENBTC 9 days ago and have so far farmed about $900 of Badger. Pretty good but uncomfortable putting in any more as there is a double layered smart contract risk (Curve RENBTC / WBTC pools + Badger pool).
I want to get to a point where all my assets are working for me (preferably in non-IL pools). 40%-300% gains on top of exposure to crypto is juicy.

Without going full conspiratard, this is how the wealthy elite operate. Crash the average man's asset, then buy it up for pennies on the dollar before they pump it again. It was the housing market in 2008. It's was/is the rental realestate market in 2020/2021 (small landlords got absolutely crushed in new york), and now they're doing the same with cryptocurrencies. Not even going to pretend i know how low it's going to go but I don't care since i'm solely in DOT and XRP at the moment.
