How can teenagers cut fat safely? Majority of users on here recommend teenagers to not cut unless you are obese and to just lift and eat healthy. But how are we supposed to lose fat if we are not actively cutting calories since you have to be in a caloric deficit to lose weight.
I am 6'4 231lbs 17-18% BF, 16 yrs old

It is possible to lose fat at maintenance, it is just a slower process and tends to work better if you are new to lifting (better nutrient partitioning). Also as you are still growing and your body is starting to develop its adult muscle your ability to recomp is better.
The point is that on this forum it is a general policy. Unless your weight is causing you health problems it is wiser not to cut, you are still growing, your hormones etc are still developing, your health and mental health is more important than your abs at this point.

We don't advise children to go on diets because...
1. They are minors and should be talking to their parents about health issues.
2. Serious alterations or deficiencies in diet can cause developmental issues during periods of adolescent growth.~ Like Tae-Kwon-Leap, my goals are not a path to a door, but a road leading forever towards the horizon.

The answer to your question is that you can't lose weight without being in a deficit. Teenagers are still growing and shouldn't use a large deficit. If you do what I suggest in the sticky thread and eat wholefoods and let your appetite be your guide you will still lose fat in a healthy way.
But you seem to have made your mind up - so don't ask for any more help here unless you actually plan on listening to the advice of experienced and knowledgeable posters.
