If He took it seriously in March the left might have attacked and encouraged people not to wear masks, knowing how they try to disagree with everything trump does. Because they would have needed the cloth masks if they couldn't get respirators. The US Surgeon General did come out some time ago about using anything (like a t-shirt folded up) as a face mask.
