Huntsville, AL is kind of a hidden gem.
You weren't asking me - but I'd do Dallas over Houston. One of the things I would hate about living in Houston is you are kind of "trapped" in deep Texas/Louisiana. To get out of that little nook of the state you either have to fly out or take a LONG drive. Dallas is further north, so you have a choice of either going south to deep Texas or leaving the state without such a long drive. Also, Houston gets hit with alot of serious storms due to where its at.
Maybe I don't understand European weather, but from what I've been told "hot" in Europe is like 85-90 degrees. Houston, Texas is on a different level of hot. We're talking 110-115 degrees with absolute crushing humidity. And it just beats you to death months on end.
Throwing out another option, alot of people in the US seem to like Arizona. Its hot there, but they don't have the same kind of humidity that a place like Houston has so it doesn't feel as bad. There are parts of Arizona where you can literally have 95 degrees and sunshine at your house, but make a short drive up the mountain and enjoy the snow.

OP, based on what you have said I would recommend the following:
- Houston/Dallas (For the reasons other miscers have already said, great state (very hot), LOW cost of living and still have access to alot of different places within Texas that you can go visit. These major cities also have solid jobs in alot of industries. Also women in TX are hot)
- Atlanta (Don't listen to other miscers claiming this is terrible. Familiar with Atlanta, you will get a lot of what was echoed above, but the suburbs/area surrounding ATL are great. Traffic is really not bad anymore due to COVID and there are many pockets within ATL that are diverse and appeal to many people. Cost of living is also mixed, some areas very expensive and others are very fair. Also access in geography to florida/carolinas, etc/major airport/etc.
- Charlotte (fantastic city, like a smaller, cleaner and condensed Atlanta. Have alot of friends that live here and say good things, the cost of living is cheaper than atl and very comparable to other good southern cities. Solid but small nightlife and good mix of crowds with typical southern charm. Good jobs in various industries as well. Traffic/etc. not bad at all compared to ATL
- Charleston (One of my favorite cities, awesome people/weather/food. Not as big and does not have a great "professional" or "job" environment. For lifestyle, tough to beat the souther charm of being near the ocean and good people in Charleston.)
All these cities have good/great weather and fit your "not as a high-end as Miami" feel still. These are cheaper and still relevant options that fit what you seem to like

Memphis - Pretty low COL. Hot as hell, great music (blues), the best BBQ in the world and has an NBA team. Can turn from touristy area to ghetto real quick though
New Orleans - Same thing as Memphis just add a dash of French culture, replace blues with zydeco and BBQ with cajun food.
Houston - Much bigger than the other 2 cities with less of a distinct style compared to them. A lot more general southern, Texan or American features. If someone dropped me in Memphis or New Orleans within walking a block I'd know which city I was in. Houston, not so much. That isn't necessarily a bad thing though
Atlanta - I talked about this one earlier
All these cities have large minority populations6'2"

Where are you from and why would you like to move to an expensive third world country? Because that's what america is in 2020. A third world country with high a cost of living. Chit healthcare, chit schools ,chit food. Lots of lootin' and shootin' etc.

Charlotte seems to fit the bill. As far as sports you've got the Hornets (NBA) and Panthers (NFL). They also bring alot of college events to the area. With that location, you are about a 3.5 hour drive from Atlanta if you feel like hanging out there or going to see the Falcons (NFL) or Hawks (NBA). I like visiting Atlanta but I wouldn't want to live there. They've been rated the 4th worst traffic of any city in America behind LA, NY and I can't remember the 3rd one. You'd be about an hour outside of Asheville, which is a mountain city with a huge beer scene. You'd be right on the South Carolina border, so you can go check out Columbia, SC (capital and home of University of South Carolina sloots). You'd also be a decent drive away from Charleston, South Carolina and Myrtle Beach, South Carolina. You'd only be about 5 hours outside of Jacksonville, Florida. Charlotte is a good place to live and there is alot to go see in surrounding cities/states.

TBO gave you good suggestions. I'd also throw in Oklahoma City or Fayetteville/Bentonville/Rogers, any area in Northwest Arkansas. Fayetteville doesn't have an NBA team but the University of Arkansas is a big deal and the job market is ridiculous. If you don't want to work for Walmart or Tyson Foods, the younger Waltons are throwing money at startups left and right. Charlotte also sounds like a good fit but I'm not as familiar with it.

I don't know much about any of those places except Fayetteville. I've never heard anyone say anything bad about it and most are surprised about how nice it is once your there. It's a lot different from the cities I listed. It's much smaller and whiter.
I love the SEC college cities. All the ones I've been to are great for jobs, compared to other mid sized southern cities, and have tons of amenities for towns of their size. If you don't mind somewhere a little smaller you should definitely look into them. Athens, Knoxville, Fayetteville, Tuscaloosa, Baton Rouge, Gainesville and Columbia all have around 100 to 200k people and are really nice. Auburn, Starkville and Oxford are 30 to 50k people and have more of a small town vibe. I've never been to Columbia, MO, Lexington or College Station. Vandy is in Nashville witch doesn't feel like a college town at all. Nashville is one of the fastest growing cities in the US. I know tons of people who have moved there6'2"

This is what I'm trying to work out but he ignored my question on what visa he has, also the fact that many visas are currently suspended.
I've been researching US immigration for over 15 years, unless he's a dual citizen (or marrying one), I'm struggling to see how he's able to just up and move to wherever he wants in the US.
I guess he could be buying the visa with EB-5.

I keep hearing that about Nashville, lots of undergrad buddies moved out there. Totally get what you mean about an SEC city, and agree that OP should peek at those as well.
If I wanted the family track in life I'd move to Bentonville in a heartbeat, I really can't say enough good things about the area. It's got great museums, an almost recession-proof economy and enough outdoor stuff to last a lifetime. Only downside is the creepy Michelle Duggar robocalls
