Hey guys I’m currently doing a PPL split 2x a week with Half of them being summits strength based and the other half hypertrophy. My main question is about the two leg days. would be better to do one lower strength day and one lower hypertrophy day, or make both workouts a mix of strength and volume, but have one workout be quad focused and the other hamstring focused.

Strength isn't in opposition too size or volume. Quite the opposite.
What you mean is a dya with slightly higher reps overall and a day with slightly lower reps overall? Don't confuse low reps with being more strength vs hypertrophy. They aren't, at least until maybe sets of 1 and 2 maybe.
I would squat one day with deadlift assistance. And deadlift one day with squat assistance. And fill in the rest as you see fit.
I wouldn't try and make one more focused on a particular muscle group. This negates half the point of having 2x frequency.5 day full body crew
